Maybe he wanted to have an automatic pump set for that big tube, so built one. Its noise reminds me of an air compressor we have at work. But it's a guess only.

That there are lots of capable people out there who build/buy their own machines out of other things. Fish tank pumps, mini air compressors etc

It appears he's just using a plain electric pump, not something that does something special like programmable pulses.

I use a converted aquarium pump as a vacuum source. LeLuv makes a battery-powered pump that attaches with a hose. There are others.

Electric is basically "set and forget"; turn it on and your attention is free to do something else, without continually checking the guage and getting plenty of forearm exercise with a manual pump.

Lots of guys still pump by hand and they're fine with that, but electric is so convenient it's almost sinful.

Search for "electric vacuum pump for anyone" on Thunders.Place. There are probably similar threads on Mattersofsize and PEgym.

Mine would pump up to 17" Hg; apparently it varies a bit between brands and models of pump. I used a tee fitting and an aquarium valve to bleed off the excess vacuum.
