You need to start in a smaller tube and reduce the vacuum. Once you’ve packed that one, move back up again.
I see a lot of guys with the same issue as you, and when I ever bother to pump cock only I get the same (as I only have one tube now, and it’s too big) but when I had several tubes, and started in the smallest one first, I didn’t.

Thanks I have 3 tubes all different sizes the smallest is about 2 n arf inches diameter and the seal rings fit perfectly but no matter whether I pump slow or hard I use a cock and ball ring to try n stop my balls getting sucked in but still get a bulge at the base of my shaft I get to fill the tube In length but really struggling to gain any girth what the (f) am I doing wrong ?

If I understand your question, then you're not doing anything wrong.
You want to pack the base as this is the start of expansion then over time that expansion moves up along the shaft. It also helps to keep the balls from being pulled in.
I will also suggest that you stay in your smallest tube at least until you can pack it half way up the shaft. Moving up in tube size will only work the base more without allowing time to move up the shaft.
Time in the tube each session plays a factor as well. If you have the time, try doing 3 sets of 20 to 30 min at around 3-5 hg or what you're comfortable with. Use your rings to maintain the bloat for as long as you can without causing discomfort.
As always, it's a time thing. The more you're in the tube it will build on the previous session and the more your cock will get used to being under pressure.

When I start the first session in it I do have to use a ring to keep the left ball from being sucked in but after the bloat has moved up the shaft I can pump without it.
