I’m fairly new to pumping and have been seeing people reference going low and slow as a much safer alternative to higher pressure, even if the time at higher pressure is lower overall.
My question is that when it comes to safety, is it better to do something like 2-3hg at 15-20 minutes for a few sets or a higher pressure like 5hg+ for 7-10 minutes?
My goal is to get more bloat as I love that look especially of a donut. It seems blisters and burst blood vessels are less likely at lower pressure even if in the tube for much longer

I prefer to mix it up. I will take a slow steady pressure and then mix in a few solid hard draws to spike and stretch things. I hold the high pressure for a short time before allowing it to drop off and resume the slower fill. Yes you still need to be mindfull of blistering. But that feel of going harder is very pleasing.

You may like the bloated look, that’s a personal choice, but if you decide you don’t like that in the future, then if you’ve trained your unit to bloat easily, that will always be a weak spot.
Stick to longer sessions at 1-2 HG and you will get bloating eventually, but it will train your unit to get larger before the bloating happens.
You can always do a couple of quick bursts up to five HG just for pleasure.
