Big fan of this site for a long time.

I have not used weights or stretching till recently. Some 40 years ago I got a small to medium hydrocele and a friend gave me a weight 3 years ago, don't wear it much. I get asked all the time how I get such hangers. I say Genetics, old age, and gravity. Ok, warm weather and good lotions/hydration and fireballing.
Life long nudist, love having friends over to lay out and soak up the sun.

Quickly no. Remember "a watched pot never boils". To become a rich man it takes planning and good practices. I guess I have been blest as well coursed. Genetically larger balls and sack, but cursed with a small cock. What you do with what you were given can and will make a difference. Just not as quickly as one won't. I feel a change in lifestyle and habits will chang how one hangs. Practice simple changes is going to make the biggest changes.
For me there are many things I have done and still do that many would never consider, one is to let them hang, keep them warm, to exceltate the hang exposure then to the sun. Ok, I know I'm going to get cancer from the sun. The sun will decrease the muscle's natural elasticity. This and many more will do more for a good hang than hundreds of hours of weights, stretching, and painful if not dangerous short-term procedures. I guess pick your poison.
Making a lifestyle change and not checking our progress every week or so this very frustrating. Time is usually a curse as we grow older but there are a few things we can do to make it more rewarding.
