pack/PACKED/PACKING? Tube-Show a pic

The word packs/packed/packing are often used when cit comes to pumping in a tube. I was curious as do you use the words to mean
1- to fill the tube side to side as in width/girth
or
2- to fill the tube to the top with your meat
Please post and explain your interpretation
