Please tell me, do the cremasteric muscle and spermatic cord also stretch with this stretching technique? Or am I missing something about the mechanism?

No and yes.

The cremasteric muscle and spermatic cord don't stretch... but they don't need to. When fully slack, they would hang down close to your knees if they weren't supported by the scrotum.

They're probably stretchable to some degree, but you'd have to get the scrotum stretched to an extreme before it would make any difference.
