Sounds like what you have there are 'skin tags' and you have my sympathies... I have only one very small one that does not interfere. Check out information on tags on the http://www.norm.co.uk website and other excellent links from there.
Some of the fellow pumpers on here use them as free piercings if they are bridged - suppose if this is your case you could strech them with larger rings to give spare skin?
I hate to use the word but surgery could be an option if they are causing pain - i'd strech them first.....
