stretching and pumping

My balls hang low after stretching with weights I want to get them hanging lower, maybe pumping might help, I am thinking of buying a pump but want length and not circumference, I can wear a 4 inch collar fully stretched comfortably during the day and night, where do I go next?
Which pump should I use how much? There seems a lot of different pumps and some guys have big short balls but I want mine much longer, I have used balls weights for 2 years but want more!
