In Germany its called "messchieber" it should be Caliper gauge in english its not a cutting tool but it works great .it presses lets say, 10 mm in one step. If you use a rubber Ring to close it you could adjust the clamps with the screw if it hurts to much. It should stay in the position untill the skin is flat and ready to cut.
