How to do saline inflation into penis safely?

I'd really like to try it since I struggle to get migration to my penis but given how difficult it can be to get the needle safely into the scrotum, I can't imagine how I could get a needle fully through the penis skin without hitting the penis. How do people manage it?

you have to put the needle just under the skin..1 inch from shaft away and horizontal.
dont hit veins (hold a light under skin to see them better)
