Not sure of this but i think the ligaments that limit cock length are on top, running under the pubic bone. So best strategy for heating is on top if length is your goal. Physiotherapists apply heat for 10 min or more before working on ligaments.
Also, you probably know that you can ‘pop’ the ligament attachment to the pubic bone easily. This gave me more to work (and play) with.
