You should try for a bigger tube that allows for more expansion. With that being said, I'd also buy a JuicyXl cock cushion form OxBalls.

I do have a 3" tube but can't seem to get the top to grow. If I push it to much I get blisters

For a bigger Head I would say an Mushroomhead-Developer. The shaft would be compacted and the glands could expand

I'm guessing you're circumcised, if so does the "fold" on the top run along your scar? I get a similar donut shape and I think the only way to even it out is to stretch the scar tissue. It's much tougher than the rest of the skin, so manual stretching and Shea butter to moisturise it.

I have tried many methods and ointments. This seems to be the only stubborn part. The rest of my shaft swells all the way to the public area

Mine looks similar too. Its the phimotic ring that constricts that part. Very tough to stretch it.....

I’m agreeing with pumpschwanz82 that a Mushroom Head Maker Cylinder would work in developing your goal. LA PUMP does a good job..with videos so that you choose the right size. Enjoy the journey.

I'm having the same "problem".
When I started getting a donut after pumping, I had a nice and fat ring, also on top.
But now that my shaft is catching up and the underside of the donut has grown so much, I suspect there just isn't any room for growth on top.
The top is mostly slammed against the tube, so ofc there's less room to swell, I'll still get a nice and hefty ring up top, but as soon as my shaft meets my donut, it's pushing the fluid out on top, while the lower side is free to expand, gobbling up all the skin.
I wish I had a fatter ring, but I came to appreciate my lower donut ballooning and pushing my glans upwards.

I'm going to try a nipple pump in the valley and see if I can get it to stretch out
