In my earlier days as a pumper I really didn't see any size change much until around the hour mark. I would suggest more 15 min sessions as a first step to more size. Pressure levels sound about right

Cycle the vacuum more often. This allows longer sessions by limiting the amount of time the tissues are under steady vacuum and keeps fluids moving.
An adjustable pulsator and electric pump are the way to go. If you're handy with tools, you can make a pulsator, Electric pumps are all over the place.
If I had bags of $$$ to throw away, I'd probably get one of these VD2s from Vacudrive.de and figure out a way to make it work on 60Hz 120VAC. These things are what some health clinics and serious pumpers use in the EU.
