Where can I find a cheap manual hand pump that has a pressure gauge for ball and cock pumping?

No one makes a vacuum/water pump. It's either or as far as I know.

The brass lasts for a long long time if you never swamp the pump.
If the air fitting isn't underwater when you stroke the pump, all there will be is little to no residual liquid in the line. There is a tiny stem of schraeder valve under the pump body that is just like the one on most bicycle tubes. When it's depressed it allows you to vent the tube to let the water to drain back in. Once I get a little suction going on, I burp the very last drop back in it by gently tapping the schraeder lightly. I also release the air hose fitting so when when liquid invariably goes into the fitting it can be burped when it's time for more vacuum.
Being the monster has such a large volume inside I release the valve with my tooth and use lung power to evacuate the air. I can make over 2 Hg that way, mainly because it's faster but also because it saves wear and tear. It can also help to use a little less water. The heat still gets transferred either way once you splash it around.
You could also hack an aquarium pump and mount it inside a plastic cooler to muffle it. If you're crafty.

Manual hand pumps with gauges are usually otherwise sold as pumps for bleeding brake fluid and air out of brake lines. There are two types: The Harbor Freight style and ones by MityVac. There's also a third type of hand pump, a bilge pump, but they don't have gauges. They're made for pumping water.
1. The Harbor Freight style.

Both of the above pumps come with a small water trap, to prevent water from getting inside the pump and gauge. Getting water in the gauge will ruin it (I think you can guess how I learned that lesson). If you already have a pump and you want to keep water out of it, you can buy the water trap separately here for less than $15:

3. Bilge pumps.
If you can get by without a gauge, there are also bilge pumps. These are hand pumps made for pumping water out of the bottom of a small boat. They wouldn't have saved the Titanic, but they can move both air and water without a problem.

The Harbor Freight and the MityVac styles have fittings that will work without adapters when you use the standard 1/4 inch inside diameter plastic tubing that's used by a lot of cock and ball pumping manufacturers. The bilge pumps may need adapters to connect to this type of tubing, but you can get adapters at most large hardware stores and they usually run about a couple of dollars. For unknown reasons, some of these stores have a really lousy selection and others have just about every adapter ever made in all sorts of sizes. You may need to look around. Since all of these pumps have very legitimate and "g-rated" uses, don't be afraid or embarrassed to ask for help when you get to the hardware store. Larger hardware stores often also carry the standard 1/4 inch inside diameter hosing by the foot. When you buy it this way, it's CHEAP, so get extra. I've seen it for about 75 cents per foot.

I have a mighty vac hand pump and the handle broke. So I might just need to get a new handle or a new hand pump

I'm on my second brass hand pump. I swamped the first one too many times, washing off the lubricant inside causing it to eventually fail. I also broke the handle on my first and only mighty vac about a year in. I reused the gauge though. If you acquire a 1/4 female npt X 1/4 barbed tee you could have an inline gauge on a bilge pump.

True, but no matter what kind of pump you use, you still have to keep the gauge dry.If you acquire a 1/4 female npt X 1/4 barbed tee you could have an inline gauge on a bilge pump.
