It could be good for our jar pumping, because it has a temp regulator and is flex.

I'm always reluctant to buy any electrical thing unless I can verify that they have been approved by UL (Underwriter's Laboratory). If you've bought almost any electrical item in the US, you've seen the circular UL seal. Canada has the CSA seal and in Europe, they have the CE seal. I don't want to risk getting an electrical shock, especially in one of the most sensitive parts of my body. Frankly, I don't trust aliexpress to always have genuine seals on their products, given that there are so many fake things produced in China. Yes, iPhones and other things are made in China under the auspices of large, reputable companies, but there's no large, reputable company in this aliexpress listing.
A regular heating pad from a name brand is also flexible (and probably more flexible), has a temperature control and some of them can be used with a wet pad, all while being safe. Yes, they may cost a little more but how much do you value what's between your legs? Even if it doesn't give you an electrical jolt, this cheap item has no warranty.

SFBallpumper is right about the safety issues of using a unlisted heater like that.
Furthermore, a lot of users here (myself included) are using things like modded aquarium pumps and heating pads with water around our junk, it would be ideal to use GFCI protection where you plug in your equipment. You can get a inline GFCI like this http://amzn.com/B001OE3JHC, or install/have one installed in the wall where you pump.
EDIT: While OP's linked pad bears a CE mark, coming from aliexpress.com, I would not trust it, also, that is a POWER regulator on it, NOT a THERMOSTAT (what you want).

Here's a Sunbeam heating pad that has a 5 year warranty and like all of their 110 volt products sold in the US and Canada, is UL approved. It's only $13 and it's probably a bit cheaper if you find it on Amazon or other online stores.

Generally, these kinds of heating pads are flexible enough to go around arms and legs, so they should be flexible enough to go around a 3 inch or 4 inch tube. Places that sell fabric for sewing have elastic either on a roll or they sell it by the foot. Get enough to make a loop. You don't have to sew it, just tie a simple knot so that you have a closed loop that has some wiggle room when stretched around the pad and your tube. When you pump, wrap the pad around your cylinder and use the elastic loop to hold it in place.
As xzen54321 said, using a GFCI outlet adapter or a GFCI outlet in your wall is an excellent idea to protect your jewels.
