Try this way - it worked for me.

Make sure you are logged in
Make sure the pic is less than 80 X 80 pixels
Reply to a thread (possibly this one)
Attach your resized pic to it
Submit reply and check to make sure it has uploaded
Right click on the attached picture scroll down to “properties” on the appearing menu and copy the URL address line.
Then go to your profile page and paste the address in the box marked “Link to off-site Avatar”
Submit, and you should go through.

P.S. be careful of all the "porn sites" above this message, some idiot is pushing these every where and I believe they are FULL of VIRUSES sure I got a Trojan from it.

One thing people should realize is the size of their avatar. I see several that are half the width of my 19 inch screen. Let's try to get them to a more reasonable size people.

Picture sizes are getting way out of hand as well.

For pics or anything, all you need to do is open the pic in paint and stretch/skew the pic to about 75%, on the horizontal and verticalj for pics to be reasonably sized for posting. All these pics that are 2 screens wide are getting ridiculous.

Mess around with the percentage a bit more and you can figure out what equals 40 x 40 for an avatar.

If you use Windows, download and install IrfanView, a very good, free image editor. It shows you the size in pixels as you crop your image. If it's still too big, there's a very simple resizing function, too.
